• I salute our people on the occasion of the Easter holidays, which we celebrate this year without masses or marches.
• Humankind will achieve triumph over this pandemic, but like all wars there are victims.
• In crises, the worst of people emerges exactly as their best. Our people showed their best with a high patriotic spirit, solidarity, and support for their neighbors and families.
• To combat this threat, our economy has been suffering under the measures we have taken.
• The economic growth rate will be negative to a great extent. The international economy will enter into a state of decline and recession, as will the Palestinian economy.
• The tourism sector is the main victim of this crisis.
• This global crisis did not destroy facilities as in regular wars. Reviving the economy is possible, but it needs time. In a small economy like Palestine, our ability to recover will be achieved not in a long period of time.
• While some sectors were negatively affected, other sectors flourished, such as trade, the pharmaceutical industry, and health equipment.
• All coronavirus cases in Palestine receive free treatment, in the same way that all vaccinations are given for free to our children.
• The measures we have previously taken remain the same in all governorates, noting the following: (i) Entry of goods between the governorates shall be allowed easily and conveniently, (ii) Particular attention shall be paid to agribusiness and livestock, (iii) Libraries, and stationery, laundry, and sewing shops, as well as electrical and health supply stores shall be opened on Fridays from 10:00 AM to 5:00 PM, during which grocery stores and supermarkets will be closed.
• Upon instructions from the Ministry of Health and National Economy, some of the factories that prove their ability to maintain the safety of their workers/employees shall be allowed to operate with the permission of the Governor and a recommendation from the Ministry of National Economy.
• I salute the people of Bethlehem Governorate for their commitment, which resulted in preventing the increase of the number of cases in the city and preventing the spread of the virus to other governorates. We will evaluate the measures in Bethlehem after the Easter holidays. I also salute our people in the northwest and east of Jerusalem and all other affected areas.
• Transportation of goods, food, and agricultural products through the border crossings is allowed, as well as through ports, from inside the green line, and between governorates.
• We are working on an economic recovery plan for small, medium and micro enterprises through a fund with an initial value of $300 million, which creates incentives for the most affected sectors through facilitated banking programs and with the support of Arab and Islamic funds.
• During the month of Ramadan, we will provide support to 30 thousand Palestinian workers who lost their jobs in coordination between the Ministry of Labor, the Palestine General Federation of Trade Unions and the Ministry of Social Development. 
• Palestinian workers shouldn’t be offended; they work hard to provide for their children, but I expect commitment from them; to prioritize life over work. Their lives and the lives of others are important for us. 
• There are about 19 thousand Palestinian workers who stay overnight in Israel, and we are working with the other side to arrange for medical checkups for them there or upon their return, which implies dividing them in groups and though specific crossing points.
• We are betting on the workers awareness and their commitment to the announced measures. To organize this matter, we asked for a meeting between the Ministers of Health, Labor and Civil Affairs with the Israeli side.
• I reassure you that we have been able to expand the circle of examinations which will enable us to maximize our ability to control the infected cases.
• Today, we will receive medical assistance from friendly China and Chinese businessmen (including test swabs that we previously suffered from its shortage). We thank and appreciate this assistance.
• Through the Ministry of Social Development, the government will disburse aid with a budget of 137 million to 116,000 families (an addition of ten thousand families), of which 81,000 are in the Gaza Strip.
• We started with an austere emergency budget (with a deficit of $1.4 billion USD). We will try to cover part of this deficit in various ways; by cutting costs, borrowing from the banks or requesting more aid especially from countries that help us regularly, taking into consideration that the whole world is affected by this pandemic. We also asked the Israeli side to settle part of the tax accounts between us; the money they owe us.
• We asked the Monetary Authority to address the issue of bounced checks as part of the mechanisms to ensure the protection of rights. The current procedures should not be a tool to evade obligations.
• What we mentioned today are balanced measures that keep our work as it is with certain exceptions requested by the private sector and approved by the National Emergency Committee, and will be effective from next Friday, corresponding to 4/17/2020.
• We support our people in Jerusalem with everything we can. The European Union has responded to our request to transfer government projects worth 9.5 million Euros to Jerusalem hospitals, to serve our children in light of the spread of the pandemic. This payment will be followed by another payment of 16 million Euros.
• We worked on strengthening the home garden (model). One million and 200 thousand seedlings are now being distributed by the Ministry of Agriculture in partnership with the civil society and the plant nursery owners.
• I am pleased to inform you that university students will complete the semester on time with the mechanism of distance education. Also, the Ministry of Education is currently working on the arrangements for the summer semester.
• The Palestinian Prisoner Day (marked every year on 17 April) is within days. I repeat the demand for the release of all the prisoners, especially the elderly, the sick, the women, and the children. I as well invite you to contribute to a broad campaign of solidarity with the prisoners, internationally and locally.
• Your donation to the National Fund (Waqfet-Iz) is important. I thank those who donated and I invite those who are able to do so.
• We follow the conditions of the Palestinians in exile. Those who died because of the virus were prevented from being buried under the soil of Palestine. May God rest their souls in peace.
• The great effort made by the security services, to bridge the gaps in various areas, is a valued and commendable effort, as well as the efforts of the health workers to whom we extend our gratitude and appreciation.
• I thank our people for their commitment. The rate of commitment in cities reaches to more than 90%, and rather less in villages and refugees camps.
• Be patient. We are in the last quarter of the hour. Your patience is the most important because your lives are important. I am aware of the conflict between economic and health measures - what we want is to continue to balance the health of people with their ability not to sleep hungry. Hence, we will continue with our measures.
