
Israel, through its Military Commander, issued an order concerning the financial allocations and bank accounts of the Palestinian prisoners. Last year, Israel deducted more than 700 million NIS of our tax revenues, which are allocated for the prisoners, the martyrs, and their families.
Now, Israel is launching an intimidation campaign against the Palestinian banks. In this context, I confirm:
Second: Within days, and through the authorized parties, the National Fund "Waqfet Ezz" will begin disbursing aid to workers, the poor, and health affairs. To include: the Gaza Strip, occupied Jerusalem, and the refugee camps in Lebanon and Syria.
Around 90,000 families will benefit from this aid, whether through cash assistance or food packages. On this occasion, I thank our brethren, who are in charge of this great effort that has so far raised about 57 million NIS. I also thank those who donated for the relief and support of workers, the poor, and the health sector.
Third: Yesterday, the last COVID-19 positive case in Bethlehem Governorate has recovered, which was possible because of the commitment and understanding of the public. Accordingly, Bethlehem Governorate has joined the other uninfected Palestinian governorates. To avoid infection and the return of procedures to its starting point, I hope that you will not underestimate the situation and continue to adhere to the health measures announced by the Ministry of Health. I wish you all safety, and I urge our citizens to avoid rushing the complete lifting of the current measures. With the grace of God, the wise decisions of H.E. The President, and the government measures, the COVID-19 recovery rate has increased to 61%. Your commitment is critical.
Fourth: A new government will be announced in Israel within days. It is evident that the political agenda of this government includes annexing parts of the Palestinian land, namely the Palestinian side of the Jordan Valley and imposing sovereignty over the colonies. The Palestinian side of the Jordan Valley constitutes 28% of the West Bank, equivalent to 1622 square kilometers; it includes significant water aquifers and is considered Palestine's food basket. Along with occupied Jerusalem, the Gaza Strip, and the rest of the Palestinian land, it constitutes the geographic base for the State of Palestine. Additionally, it is also our entry/exit crossing point to Jordan and from it to the world.
This Israeli measure, if announced, will place us in front of a new stage that will be discussed in the coming days by the Palestinian leadership headed by President Mahmoud Abbas. Hence, we inform the world, the protectors of international law and international legitimacy, that condemnation statements do not work with Israel, and that the response to annexation must be concrete through boycotting Israel, and recognizing the State of Palestine on the 1967 borders with Jerusalem as its capital, and the right of Palestine refugees to return. The unified Arab, European, African, Latin, and the international position can curb Israel and prevent its actions. The Cabinet affirms its support to the President's speech before the Non-Aligned Movement, a few days ago, that any solution must be based on international legitimacy and within the framework of an international conference.
Fifth: The Cabinet condemns the demolition of the home of prisoner Qassam Al- Barghouti, in the village of Kobar, in Ramallah Governorate, and considers that this measure is not internationally accepted because it falls within the framework of collective punishment against our people.
