Prime Minister Dr. Mohammad Shtayyeh described Israel’s actions in the occupied Palestinian territories as organized state terrorism.

During this Cabinet meeting, Prime Minister Dr. Mohammad Shtayyeh described Israel’s actions in the occupied Palestinian territories as organized state terrorism, and called the international community to criminalize the occupation's attacks, hold it accountable for the ongoing crimes, and put settlers' troops on terrorist lists, stressing that "what is happening on the ground is organized state terrorism for which the occupation government bears sole responsibility”.

The Prime Minister stressed that the world should not remain silent regarding the crimes the Israeli Occupation continues to commit against Palestinian children and youth, who are targeted as part of a systematic policy, for the sake of killing more Palestinians. PM explained that this phenomenon is increasing in pace and expanding in different areas, especially with Israeli elections approaching. The Cabinet also considered the international silence regarding these crimes an encouragement to the occupation, where condemnations and statements of concern are not enough to stop these crimes. In parallel with these crimes; Israeli raids, settler terrorism, and attacks continue against Palestinians and their properties, while their holy places are being desecrated as well.

The Prime Minister further indicated that during the past month, settlers carried out dozens of attacks against Palestinians, the occupation forces set up hundreds of checkpoints, and they also raided towns, arrested, killed, injured dozens of Palestinians, demolished, and seized large areas of Palestinians lands and properties. Stressing that Palestinians are facing an all-out war, and a bloody aggression that has not stopped for a moment, during which the occupation soldiers and settlers exchanged roles in committing those crimes.

The Prime Minister concluded this session by demanding the international community to criminalize the occupation’s attacks and hold Israel accountable for such crimes. The Cabinet also discussed a report on diplomatic efforts exerted to hold Israel accountable for its violations of human rights in the occupied territories, during the 51st session of the Human Rights Council, held in Geneva, between September 12 and October 7. The emphasis was on the 4th and 7th amendments related to human rights conventions, especially in light of the Special Rapporteur for Human Rights report in the Palestinian territories, in which it emphasized that the Palestinian cause is central on the agenda of the United Nations, with regard to human rights in the occupied territories.
