Oslo, Prime Minister’s Office – Prime Minister Dr. Mohammad Mustafa stressed, Wednesday, the urgent need for identifying and applying concrete, irreversible tools – both collectively and individually – against Israel. Such steps begin with a comprehensive ceasefire, the lifting of the siege on the Gaza Strip, implementing the UN resolutions including 2334(2016), 2735(2024) and accountability, thereby paving the way to end the illegal occupation and achieve the two-State solution.

Speaking at the third meeting of the Global Alliance for the Implementation of the Two-State Solution in Oslo, Prime Minister Mustafa said that “While we are waiting for the ceasefire, it is important to stress that: it won’t be acceptable for any entity to govern the Gaza Strip but the legitimate Palestinian leadership and the Government of the State of Palestine. Any attempt to consolidate the separation between the West Bank and the Gaza Strip or create transitional entities will be rejected.”

The Global Alliance, which is aimed at supporting the two-State solution and the realization of the Palestinian state, brought together over 80 countries and international organizations, to discuss ways to enhance humanitarian support for the Palestinian people, particularly under severity of the dire circumstances in Gaza, as well as potential means to revive negotiations, and bolster support for UNRWA, which plays a pivotal role in providing essential services to Palestine refugees.

Highlighting the dire conditions in Gaza, Dr. Mustafa emphasized that, “Gaza after all this pain needs a responsible and capable government to heal the wounds of the Palestinian people and to reintegrate Gaza with the rest of Palestine under one State, One Government, One Law and One System. We shouldn’t leave Gaza to vacuum, we should move quickly toward relief, early recovery, reconstruction and peace.”

Prime Minister Mustafa reaerated that “We as the Government of the State of Palestine ready to hold our responsibilities in the Gaza Strip, as we did before, and we can assure every one that we are ready to implement the UN Security Council Resolution 2735 and to reunify the West Bank, including Jerusalem and the Gaza Strip under one government. Accordingly, the ministries and government institutions of the State of Palestine will resume full responsibility for providing public services to the citizens, preparing for reconstruction, and revitalizing the economy.”

The Premier emphasized that the recognition of the State of Palestine is a step that brings us closer to the realization of a just and lasting peace. It underscores the central premise of the two-State solution on the internationally recognized borders, alongside respect for security. It affirms the pursuit of justice, peace, and the rights that must be upheld and supported.

Dr. Mustafa expressed appreciation for the efforts of all parties working to consolidate the two-State solution, while highlighting the grim reality Palestinians face under prolonged occupation: “The realities in occupied Palestine stand as a stark testament to the depths of the cruel and harsh situation. These atrocities are the results of an international failure to protect fundamental rights that must be upheld.”

The Prime Minister continued: The Palestinian people have endured decades of occupation. For more than a year and a half, Gaza has been subjected to genocide. Since the signing of the Oslo accords, successive Israeli governments have been undermining the two-State solution, expanding illegal settlements, trampling on the very foundations of international law, and severely straining the work of international organizations, particularly UNRWA. 

He further called for resolute rejection of all Israeli laws targeting UNRWA, stressing that they strike at the heart of the rights of Palestinian Refugees, and the very concept of the two-State Solution, undermining any real hope for peace.

Prime Minister Mustafa concluded by emphasizing the urgent need to take serious and decisive action to advance the two-State solution, directly confront the illegality of the Israeli occupation and its ongoing violations, with recognition, accountability and international solidarity as our foundation, thereby paving the way to achieve the two-State solution and end the illegal Israeli occupation.
