“The heavy price paid by our people in Gaza must not end in chaos or arrangements that entrench the status quo,” says Prime Minister Mustafa

RAMALLAH, October 29, 2025 | Government Communications Center – Prime Minister Dr. Mohammad Mustafa warned on Wednesday of the risk of Gaza sliding into chaos and the obstruction of relief, recovery, and reconstruction efforts, expressing concern over the declining international momentum amid continued delays in achieving Palestinian consensus to unify state institutions and enable the State of Palestine to fulfill its responsibilities toward our people in the Gaza Strip.

In his opening remarks at the weekly Cabinet session held in Ramallah, Prime Minister Mustafa stressed that “our people have paid a heavy price through two years of killing and forced displacement — and this price must not end in chaos, arrangements that entrench the status quo, or by reducing our national cause to a mere humanitarian issue.”

He underscored that what is needed at this critical juncture is a clear and genuine national position that counters the occupation’s policies and enables the Palestinian Government to fully assume its role on the ground in Gaza — implementing its comprehensive plans for relief, recovery, reconstruction, and stabilization — plans that enjoy broad international and national support.

During the session, the Cabinet called on the international community to compel Israel, the occupying Power, to halt its assaults in Gaza, the West Bank, and Jerusalem, stressing that it continues to undermine Palestinian state institutions at all levels. This includes Israel’s ongoing and complete withholding of Palestinian tax revenues, its rejection of the Palestinian Government’s return to Gaza, and its hindrance of efforts to unify the West Bank and Gaza Strip, as well as steps toward realizing the Palestinian State.

In other decisions, the Cabinet approved a Memorandum of Understanding between the Ministry of Social Development and the United Nations Development Programme (UNDP) valued at USD 3 million to fund economic development projects — particularly for displaced families in the northern West Bank — across the agriculture, technology, and home production sectors. Project grants will range between USD 5,000 and USD 10,000, according to defined criteria and guidelines, and will be implemented through a network of cooperatives and civil society organizations in coordination with the Ministry’s directorates across the governorates.

The Cabinet also reviewed preparations for the 2026 Hajj season, including electronic registration under the e-draw system and logistical arrangements for transportation and accommodation to ensure the comfort of pilgrims and the success of the pilgrimage season.

As part of the Government’s Digital Transformation Initiative, the Cabinet submitted to President Mahmoud Abbas an updated version of the National Cybersecurity Authority Draft Law, which aims to establish a robust national cybersecurity framework to protect digital infrastructure, enhance information security, and promote innovation and investment in the cybersecurity sector.
