Reaffirms that the State of Palestine holds full authority over Gaza and the West Bank under one unified system, and that reconstruction effort must be Palestinian-led

BRUSSLES, November 20, 2025 | Prime Minister’s Office — Prime Minister Dr. Mohammad Mustafa met today, Thursday, at the European Parliament headquarters in Brussels, with the President of the European Parliament, Roberta Metsola, and separately with the Parliament’s Foreign Affairs Committee.

The Prime Minister briefed them on the latest developments in Palestine, in the presence of Omar Awadallah, Deputy Foreign Minister for Political and Legal Affairs, and Amal Jadou Shakaa, Palestine’s Ambassador to Belgium, Luxembourg, and the European Union.

Mustafa affirmed Palestine’s support for UN Security Council Resolution 2803 calling for an end to the war on Gaza, as well as Palestine’s readiness to work with partners on developing practical steps to implement the resolution on the ground. This, he stressed, is essential to ending the suffering of the Palestinian people, advancing reconstruction, and paving the way for a political process that leads to peace, the two-State solution, and the realization of the independent State of Palestine.

Prime Minister Mustafa reiterated that the State of Palestine has full authority over both the Gaza Strip and the West Bank under one system, one government, and one legitimate weapon, and that leadership of the reconstruction process must be Palestinian—consistent with, as well as to implement, the Arab Plan that has been endorsed internationally.

He also briefed the European side on the situation in the West Bank amid ongoing daily incursions by the Israeli occupation forces into Palestinian areas, the installation of military checkpoints and movement restrictions on people and goods, the escalating attacks by colonial settlers on Palestinian citizens and their property, and Israel’s continued withholding of Palestinian tax revenues, which undermines the Government’s ability to meet its obligations toward the Palestinian people.

During the meetings, the Prime Minister also outlined progress in implementing the institutional reform and development program, including the advancement of several laws and legislations—among them the newly issued Local Council Elections Law.
